Senate chairman arrested in Haiti 10/3/2004 BBC: "Police have arrested Haiti's Senate president and two other politicians, all of them supporters of former president Jean-Bertrand Aristide.
The arrests are linked to the killing and beheading of three police officers… The headless bodies of three police officers were found on Friday, sparking fears that Mr Aristide's most violent supporters might be imitating Iraqi kidnappers.
They policemen are believed to have been killed during violent rallies in support of Mr Aristide's return from his exile in South Africa.
"Aristide's partisans have begun an urban guerrilla operation they call Operation Baghdad," said human rights activist Jean-Claude Bajeux.
"The decapitations are imitative of those in Iraq, and they are meant to show the failure of US policy in Haiti." " Bajeux is a former Arisitide minister who turned against him.

Goss Choice Quit CIA In 1982 Under Fire 10/3/2004 Washington Post: "Michael V. Kostiw, chosen by CIA Director Porter J. Goss to be the agency's new executive director, resigned under pressure from the CIA more than 20 years ago, according to past and current agency officials… In late 1981, after he had been a case officer for 10 years, Kostiw was caught shoplifting in Langley, sources said. During a subsequent CIA polygraph test, Kostiw's responses to questions about the incident led agency officials to place him on administrative leave for several weeks, according to four sources who were familiar with the past events but who asked not to be identified because of the sensitivity of the information… The CIA official, citing privacy considerations, refused to confirm or deny the events alleged by the former and current agency officials as the basis under which Kostiw previously left the agency… CIA personnel also have become concerned about Kostiw and the other three top House Republican staff members that Goss has brought to the agency from the committee he once chaired. Dr Brigalia Bam, who chairs South Africa's Independent Electoral Commission, was stunned by the patchwork of jurisdictions, rules and anomalies. "Absolutely everything is a violation," she said. "All these different systems in different counties with no accountability... It's like the poorest village in Africa." November could be another agonisingly long month in American politics."

Mississippi lynching exposes Black struggle for land 9/29/2004 SF Bay View: "Veal’s relatives are emphatic that his death was a lynching. “They hang one and scare the rest. That’s the way they do it in Mississippi,” family member Willie Bradley told Brooklyn’s Daily Challenge newspaper.
Veal had returned to his home from Seattle to help his family fight a land-grab attempt by whites who alleged title and timber rights to acres that had been in Veal’s family for three generations, since the late 19th century.
Mississippi Department of Public Safety spokesperson Warren Stain declared the death as “consistent with suicide.” But there are serious and troubling contradictions to this explanation, including the fact that Veal had been hooded in a pillowcase before his death (Seattle Post-Intelligencer)."

With Fears of a Repeat, International Poll Watchers Will Be Dispatched Nationwide 9/28/2004 BET: "A recent report by the People for the American Way and the NAACP, notes other examples of suppression in Louisiana and other states. In 2002, the Republican Party admitted paying Black youths $75 to stand on street corners with signs discouraging Blacks from voting, and flyers were distributed in African American communities telling voters they could vote on Tuesday, Dec. 10, three days after the Senate runoff election was held. In South Dakota, American Indians were turned away during a recent special election because they did not have photo-IDs.
“A lot is at stake in this election, and we do not want a repeat of four years ago, when thousands of people in Florida, and millions of people around the country, were denied their rights to vote,” said U.S. Rep. Eddie Bernice Johnson (D-Texas), who spearheaded an effort in Congress to get the United Nations to deploy observers across the country to "ensure free and fair elections."
Former President Jimmy Carter, speaking in a Washington Post editorial Monday, said that "some basic international requirements for a fair election are missing in Florida," including uniformed procedures for all citizens. He noted that in 2000, the votes of thousands of African Americans were thrown out on technicalities, and cited recent attempts “to disqualify 22,000 African Americans (likely Democrats), but only 61 Hispanics (likely Republicans) as alleged felons.”
"The disturbing fact is that a repetition of the problems of 2000 now seems likely," he said.
The election monitoring group, Votewatch2004, calculates that up to 6 million voters nationwide were disenfranchised in 2000 because of faulty machines, intimidation, confusing information, partisan efforts, confusing ballots, legal barriers, registration mix-ups, and absentee-ballot problems.
The PFAW/NAACP study , "The Long Shadow of Jim Crow: Voter Intimidation and Suppression in America Today," notes that while repression efforts are not limited to a single party, Republican efforts predominate, and the tactics have become "more subtle and subterranean." "
